UGC: There's some relief for students and parents. If a student leaves a college after enrolling, for any reason, the college management is required to refund their fees. The University Grants Commission (UGC) has written a letter to the Chief Secretaries and universities of all states.
The letter states that no higher educational institution can retain a student's fees or academic certificates. Failure to comply with these rules will result in revocation of recognition, withholding of all grants, suspension of admission to a program for one year or more, and fines, as well as action against state government institutions under state laws.
Action will be taken if the rules are not followed.
UGC Secretary Professor Manish Joshi has written a letter to all state governments and university administrations in this regard. It states that despite repeated UGC directives, many educational institutions are not refunding fees when students leave college. Furthermore, even original certificates are not being returned after admission.
State governments are urged to implement these fee refund rules in their higher educational institutions. Resolve student and parent complaints promptly. If a student applies for admission cancellation by October 31st, all fees paid must be refunded under UGC regulations.
